В названии фондов архива встречаем такие упоминания "Городецкого (с 16. 07. 1954 - Старинковского) сельского Совета Ушачского района Витебской (с 20. 09. 1944 - Полоцкой, с 08. 01. 1954 - Витебской) области". Это касается близлежащих от Городца деревень Лежни и Сержаны. То есть, до того как быть в составе Жарского сельсовета, Городец не только входил в состав Старинковского сельсовета, но и сам являлся центром одноименного сельсовета.
